Public Relations is the most straightforward role, probably because it has been around for so much longer that isn't tied to being online. Generally, it means dealing with the media and press in order to influence public perception of your company, service and/or product.

Community Manager and Social Media Manager are roles that are more often blurred, yet still have a distinct meaning. I would say a Community Manager is dealing with the people who are contributors in your product, and Social Media Managers are dealing with people out of your product who may be consumers of your product but aren't participating.
